James L. Chan (陈立齐), Professor Emeritus (荣退教授) of Accounting at the University of Illinois at Chicago (美国芝加哥伊利诺大学) and a specialist in government finance, is Distinguished Overseas Professor (教育部特聘海外名师) at Peking University and Shandong University of Finance and Economics, and Professor by Special Appointment (特聘教授) at the Research Institute of Fiscal Science. He has held consulting and visiting professorships and research fellowships at ten other Chinese, American and European universities. Professor Chan served as an Academic Fellow (研究员) at the U.S. General Accounting Office (美国审计署) (now Government Accountability Office (问责署)) and was on the U.S. Comptroller General’s Research and Education Panel (美国审计长的研究和教育咨询团). When he retired in 2008, he received two life-time achievement/contribution awards. Professor Chan has been a consultant to the Chinese Ministry of Finance, the IMF Fiscal Affairs Department and other international organizations. He received his Ph.D. in Accountancy in 1975 from the University of Illinois at Urbana-Champaign, where he started college in 1968 after leaving China in 1963. A native of Shantou, Guangdong Province, he returned to China for the first time in 1992 and is working with Chinese colleagues to integrate research in public finance, accounting and management.
讲座摘要:
The U.S. Government was shut down for 16 days starting 1st October, 2013, and the U.S. Treasury narrowly avoided default on October 17 when the Congress lifted debt limit last minute the night before. “No way to run a country,” lectured The Economist magazine. “If you cannot budget, how can you govern?” demanded the late Professor Aaron Wildavsky. Why did the shutdown happen, but only partially? Why did the default not happen, but almost did? I blame both the Republicans and Democrats, and can give many more political and economic reasons. But the root cause lies with the American people and the U.S. Constitution. I turn Wildavsky’s question around and ask: If you cannot govern, how can you budget?
