We develop a model that integrates moral disengagement and organizational ethical climate (OEC) to better understand information security policy (ISP) violation behavior in the workplace. This study contributes to the literature on information security behavior by providing a new perspective to understand policy violation from the failure of moral self-regulation. The study also refines the existing theories about the role of culture-related OECs in strengthening employees’ moral disengagement and information security behavior. By using scenario-based survey data from 465 employees in the IT and finance services industries and by applying PLS-based structural equation modeling, we test a series of hypotheses. Our empirical results highlight that moral disengagement has a significant effect on employees’ intention to violate ISPs. We also find that the OEC has a moderator role on the relationship between moral disengagement and ISP violation intention. To be specific, the moderating role of law-and-rule-oriented OEC is significantly negative, but instrumentalism-oriented OEC positively moderates this relationship. Significant theoretical and practical implications of these findings are discussed.

Patrick Y.K. Chau is a Professor in Information Systems and director at the School of Business of the University of Hong Kong (HKU). He obtained his doctorate from the Richard Ivey School of Business at the University of Western Ontario, Canada. His teaching and research interests are in information systems/ technology adoption and implementation, and e-commerce.
Professor Chau has published over 70 articles in major refereed journals in Information systems including MIS Quarterly, Journal of MIS, Journal of AIS, Decision Sciences, Communications of ACM, Information & Management, Decision Support Systems, Omega, and others. His top five publications have more than 2,600 citations according to Google Scholar. He was appointed as a Chang Jiang Scholar in the area of Management Science by the Ministry of Education of China in 2009.
Professor Chau has been very active in the Information Systems academic community, being Vice-President of Association for Information Systems (2006-2008), Founding President of Hong Kong Association for Information Systems (2006) and President of Chinese Association for Information Systems (2005-2007). He was Program Co-Chair of Pacific-Asia Conference on Information Systems (PACIS) in both 2000 and 2010 and Conference Co-Chair of PACIS in 2005. He will again be Conference Co-Chair of PACIS in 2013 to be held in South Korea. He has also served or is on the editorial board of MIS Quarterly, Journal of AIS, Decision Sciences, International Journal of Electronic Commerce, Electronic Commerce Research & Applications, Database, among others. Starting January 2012, he is now Editor-in-Chief of Information and Management.
